The year 2024 was transformational in California’s water history. The California Water Resources Control Board (Water Board) started to enforce the 2014, California Sustainability Groundwater Management Act (SGMA). On April 16th, the Water Board designated the Tulare Subbasin to be on probation for not complying with SGMA regulations. On September 13, this designation was suspended due to litigation brought forward by the Kings County Farm Bureau. On September 17, the Water Board also placed the Tule Subbasin on probation for not complying with SGMA regulations. For further background watch this post: https://open.substack.com/pub/ricardo... On December 20th, the Water Board cancelled a meeting scheduled for January 25, 2025, to consider a probationary designation to the Kaweah Subbasin. We are grateful to Aaron Fukuda, for sharing a remarkable story of commitment and work for the Kaweah Subbasin to comply with SGMA goals, avoiding probationary status. Managers, consultants, and farm families devised a working plan to anticipate sustainable yields in their Kaweah Subbasin. Using groundwater demand reduction allocations, establishing water credits for groundwater recharge efforts, and promoting a water barter/market system for farmers, within the subbasin, to exchange water allocations. The other water transformation of magnitude in 2024 was the removal of four PacificCorp dams in the Klamath River, with hopes for nature to return with the help of committed people. In 2025, we will publish a few documentaries about water transformations in the Klamath and the Sacramento River Basins, transforming the landscape to create more space for water and nature.
