(27 Nov 1996) Eng/Spanish/Nat The Spanish Prime Minister Jose Maria Aznar met with his British counterpart John Major for a two-and-a-half hour meeting Wednesday. Among the discussions -- Spain's diplomatic standoff with Cuba and Spanish fishing quotas in British waters. Later at a news conference, the Spanish Prime Minister defended his decision to withhold aid from Cuba while it remains a Communist state. It was the first time Jose Maria Aznar had met John Major at Downing Street as the leader of Spain -- previously it had been as leader of the opposition. The two Prime Ministers, both heads of conservative parties, discussed a wide range of topics, including Spanish fishing quotas in British waters and the escalating diplomatic row between Cuba and Spain. The communist island state rejected Spain's Ambassador designate to Cuba Tuesday -- a reaction to the Spanish Prime Minister's insistence on withholding aid to Cuba until it moves towards democracy. John Major says the European Union backs the Spanish action. SOUNDBITE: (English) "On the position between the European Union and Spain in Cuba, we whole-heartedly support the Spanish position. I don't think the way the Cubans treated the Spanish Ambassador was a tolerable way to behave. We agree with the common position that the Spanish are seeking and we will give them our support." SUPER CAPTION: John Major, British Prime Minister SOUNDBITE: (Spanish) "I would like to say that I thank the British Prime Minister's support to our position and we are glad that all of us were able to agree on a position within the European Union. That is very important to be willing to cooperate to talk and at the same time we hope there will be progress in terms of respect of human liberties, human rights and democracy. On the issue of fishing quotas, the two leaders said further discussions were needed at the next European Inter Governmental Conference.
