Can the Supreme Court clear Bills? In a landmark move — it just did. The Supreme Court slammed Tamil Nadu Governor R.N. Ravi for delaying action on 10 crucial Bills, calling his conduct “unconstitutional.” Despite being passed and re-passed by the Assembly, the Governor stalled these bills and later referred them to the President. Invoking Article 142, the Court deemed all 10 Bills as having received assent, and declared even the actions of President Draupadi Murmu — who assented to only one of the Bills, rejecting seven, and not considering two others — to be void. Under Article 200, a Governor has three choices: Assent, Withhold assent Or refer it to the President. But now, the SC has fixed a strict timeline — 1 to 3 months — for Governors to act. This verdict ends the trend of indefinite delays by Governors — a problem seen across states. Now, no more pocket vetoes, and Governors will be bound by the court's timelines.
