Slow pursuit with Dodge Charger driver who refuses to stop - Decides to flee on foot

Trooper's Report: On Saturday, January 27th, 2024, I, Trooper Jacob Haynie was patrolling inside the city limits of Hope. I was traveling on Experiment Station Road, and I observed a 2012 Grey Dodge Charger fail to stop at the stop sign at the intersection of Bill Clinton Bypass and Experiment Station Road. I activated my emergency lights as we approached Greenwood Street. As we turned onto Greenwood Street, I observed the vehicle cross over the center line and continue to travel west on Greenwood Street. I activated my siren and the vehicle moved towards the shoulder to pull over. As we pulled over the vehicle started traveling again and activated his brake lights multiple times. The driver veered left and right in the roadway as we approached North Greening Street. The vehicle turned onto Greening Street and began accelerating. I advised Troop G Dispatch that I was 10-37. The vehicle approached Beech Street and failed to stop at the stop sign. The vehicle turned right onto Beech Street and then turned left onto Bonner Street. As we approached the intersection of Bonner and Berry Street the vehicle came to an abrupt stop. The driver exited the vehicle and fled on foot running west on Berry Street. I attempted to apprehend the suspect but after a short foot chase, I lost visual of the suspect. I advised Troop G Dispatch of his physical description, clothing description, and direction of travel. A Hope Police Officer Hunter Sulecki arrived shortly before I advised 10-37. Officer Sulecki assisted me in attempting to locate the suspect with negative results. I went back to the vehicle to complete an inventory of the vehicle and observed a cold empty glass bottle of wine in the rear seat. Reese Wrecker arrived and took possession of the vehicle. After speaking with the registered owner’s mother and other law enforcement officers, I was able to identify the driver as Otis Featherston. I viewed an ACIC/NCIC driver's license photo and confirmed that it was Featherston. I completed an ASP 21 on this incident
