Welcome to Within The Frame, where we bring the most pressing issues across the globe into focus. I'm Kim Mok-yeon. Menstrual pads and soda tax — they may seem like everyday issues, but they’ve now landed at the heart of presidential policy. South Korean President Lee Jae Myung is pushing for state-supplied menstrual products and a sugar tax that could reshape how we eat, shop, and live. Supporters call it a bold move toward everyday welfare. Critics warn of government overreach and the burden of inequality. But beyond the headlines, these moves ask something bigger: How does policy meet people where they live? What happens when state priorities touch people's personal routines? And how do markets, laws, and lives shift in response to a new kind of leadership? For a deeper discussion on this, we connect to Shin Eun Kyong, Associate Professor of Sociology at Korea University and Visiting Scholar at Harvard University. Welcome. Also joining us is our go-to attorney An Junseong. Good to see you again. 1. Let’s begin with how it all started Prof.Shin. President Lee pointed out that menstrual pads are too expensive for many and proposed a state-funded supply. What does this suggest about how menstrual health is moving from a private cost to a public policy issue? 2. Structurally, legal backing is key. President Lee proposed outsourcing production and providing pads as in-kind support. Within the current law, attorney An, is that framework feasible? 3. But from a social standpoint, access and variety both matter. The President emphasized consumer choice while calling for low-cost, basic menstrual products. Prof.Shin, if the government supplies only a limited range, how can it ensure that affordability doesn’t come at the expense of product diversity? 4. Following the President’s remarks, major companies moved quickly to release cheaper products. If that reaction came just based on the President’s statement — how should we understand the legal nature of that kind of influence attorney An? 5. And for policies like this to work long-term, social legitimacy is essential. Prof.Shin, what kind of public dialogue or consensus process should be in place for a policy like this? 6. Let’s shift to another proposal by the President, imposing sugar tax. It’s meant to curb excessive sugar consumption and fund public healthcare — but critics say it could disproportionately burden low-income groups. Legally speaking attorney An, how do we assess the fairness and proportionality of a tax like this? 7. Socially, the impact could go far beyond health. Prof.Shin, if sugar-heavy products become more expensive, what kinds of shifts could we see in everyday consumption patterns — particularly for lower-income households? 8. Industry resistance has already surfaced. With multiple bills in play, what legal or political steps would be needed to pass a sugar tax attorney An? and how likely is it to hold up under pressure from both market and public opinion? 9. Let’s consider potential outcomes. In countries like the UK, a sugar tax led to reformulated products and shifts in consumer habits. If implemented here Prof.Shin, what kinds of changes might we see? 10. To close, let’s look at the big picture. Policies like free menstrual products or sugar taxes affect core parts of daily life — health, cost, dignity. When designing these kinds of interventions, attorney An what principle should take precedence: equity, individual freedom, sustainability, or something else? We'll have to leave our discussion right here, many thanks to Attorney An and Prof.Shin, we appreciate it. That will be all from us on Within the Frame.
