But if we divide it to Th 7 troops and th 15 troops we can have exactly 20 troops from TH1 to TH7 and 20 Troops from TH8 to Max. The Town Hall 7 Troops are low tier since it can unlock pretty easily and the high tier troops are unlocked after town hall 8.
