(24 Dec 1997) Spanish/Nat Monday's massacre of 45 refugees in southern Mexico has provoked outrage in the city of Mexico. Amidst mounting protests, political leaders are trying to decide where to point the finger for this latest round of killings in the troubled state of Chiapas. It is still not clear who is responsible for the massacre of 45 people on Monday in southern Mexico. All of the victims - including 14 children - were Tzotzil Indians. They were reportedly gunned down by some 25 men who swept through the village of Acteal on Monday. Mexico's President Ernesto Zedillo has condemned the massacre, but many are blaming him and the government. It is reported that warnings were issued that paramilitaries were preparing further attacks in Chiapas state - but these were apparently ignored. SOUNDBITE: (Spanish) 'Basic rights in Chiapas are re-established so that those responsible, both intellectually and physically for the deeds in Acteal, in the municipality of Chenalho are punished with the full force of the law. Q: Do you think the governor will the governor have to be replaced. A: Well as powers disappear, obviously the state authorities will have to be substituted. SUPER CAPTION: Cuauhtemoc Cardenas, Mayor, Mexico City Mexico's Attorney General was keen to assure foreign journalists at a meeting that the killers would be rooted out - regardless of their political leaning. SOUNDBITE: (Spanish) "It's an absolutely primitive act to kill women and children in that way. It's absolutely beyond belief. But we are going to have a look nevertheless, at who planned this, if anyone did at all, and why." SUPER CAPTION: Jorge Madrazo Cuellar, Attorney General, Mexico SOUNDBITE: (Spanish) "We will tell the public the results of the investigation when we have proof, if they are from the PRI - or if they are from PAN, or if they are from the P-R-D. It doesn't matter which party they are from, that is irrelevant for the attorney general's office." SUPER CAPTION: Jorge Madrazo Cuellar, Attorney General, Mexico SOUNDBITE: (Spanish) "According to the reports I've got so far many different types of guns and weapons were used, including knives. They ranged from .22 pistol bullets to R 15 or A-K 47s - what happened there with the arms traffic? How did these arms reach the area? These very poor and modest people, how could they possibly get those arms?" SUPER CAPTION: Jorge Madrazo Cuellar, Attorney General, Mexico Tension in Chiapas is between indigenous peoples, Zapatistas and paramilitaries reportedly backed by local landowners and politicians. Some are now saying that it is a job which is too big for the local government to address and that the central government should step in. SOUNDBITE: (Spanish) "We have been informed quickly that people have been given the support of the army and this violent action has been committed. The government is responsible for what has happened and cannot come forward now and say that they didn't know. The government must take over power in the state of Chiapas." SUPER CAPTION: Porfirio Munoz Ledo, M-P with P-R-D But for the victims of this and other killings in Chiapas, the investigations will come too late and the reprisals - if there are any - will mean little.
