Labour is reported to be planning a new post-Brexit “reset” bill that would let ministers align UK rules more closely with the EU without voting on each change in Parliament. Critics say this could pull the UK into “dynamic alignment” with EU rules, including net zero / carbon market policy, by allowing future EU updates to be copied into UK rules via ministerial powers. One key area mentioned is a deal to link the UK and EU emissions trading systems (ETS), which Labour argues would cut trade friction with Europe (and help with carbon border costs), but opponents warn it could raise costs if the EU system is more expensive.
