Data obtained by WFTV shows that roughly half of immigrants booked into the Orange County Jail without criminal charges were transferred to U.S. Immigration and Customs Enforcement and then rebooked under a “repeat booking” process that resets the county’s 72-hour holding limit. The practice has surged amid federal detention bed and staffing shortages, with both new and repeat bookings surpassing 500 in December. The increase has raised daily detainee counts and imposed financial strain on the county, costing local taxpayers about $100 per detainee per day and exceeding $300,000 last year.
