*Ignore the 30 second pause at 2:30 in the video* For obtaining the EC Vortex, you'll need a few requisites. You must have a call in memory (for example, I have the Toreno phone call that unlocks Monster). You also must complete the first three Boat School courses (Basic Seamanship, Plot a Course, and Fresh Slalom). However, Flying Fish must not be completed, otherwise, you'll be unable to obtain the Vortex. Grab a police bike and go towards the Blood Bowl stadium in San Fierro. Park your bike in a way that when you hop off, you land in the marker. And in the process, hold the phone call button (L1 on Ps2). You should start the mission. Don't release the call button at all during the event, and let the time limit run out. After it fails, jump back on the bike while holding L1. Start Vigilante,  and then release L1. The markers should return to the map and you will be on mission zero. Now, head toward the airport before Vigilante ends and walk into the yellow marker that lets you buy a ticket. While you're on the ticket screen, the phone should ring again. Hold L1 yet again and get used to it, as you'll be holding it for a while. When the timer for Vigilante is down to five seconds, buy a ticket to Las Venturas. Vigilante will fail once you're in the plane cutscene. Once the plane takes off, jump out near the end of the runway, landing close to a ladder that leads to a boat in the water. If you don't have a parachute like me, you'll need to have Paramedic missions complete to survive the fall. From this point on, DON'T PRESS X. This is very important, otherwise it skips to the end of the plane flight and you have failed. Now for the hard part. Jump into the nearby boat, and you'll have to reverse all the way to boat school, since you can't accelerate forward. You have a time limit before the plane reaches Las Venturas airport. You also must still be holding L1. With a little bit of practice and luck, you'll get to the boat school with a tiny bit of time to spare. At this point, quickly jump to to the TV and start the course Fresh Slalom. It's okay to press X to start the mission. The game will briefly show the plane landing at the airport, and then it will show you starting Fresh Slalom. Once you're in the boat, you're okay to release L1. After a few seconds, you'll be teleported to San Fierro airport. Now you must run all the way back to the boat school. You must NOT enter any vehicles during this time, because entering vehicles cancels the course and you will have failed. It’s about an eight minute or so run, but completing Burglary missions for infinite sprint helps greatly. Once you finally arrive, run to the red marker again. It should automatically be on Flying Fish. In the preview for the course, you'll see the EC Vortex in the water. Then you'll see a second Vortex fall from the sky. On PC, pause buffering helps prevent the second EC Vortex from flipping. On PlayStation, pause buffering isn't as effective, as seen in the video. With a little luck, it'll land in the water right side up. At this point, quit out of Boat School and run to the spot as seen in the video. Hopefully the EC Vortex will be waiting for you. Go and jack it, and take it to your garage. If done successfully, congratulations on completing this tricky task. I did not discover this method.
