It is the tool used to design and evaluate projects by linking goals to outcomes, output, activities and inputs. Theory of change can be developed by backwards mapping technique, meaning we need to think in backwards from the long-term goal and impact to, intermediate and early change like outcome, and output, and ultimately the activities. In doing so we need to applying assumptions, risk and underlying conditions for the project or program.
