The Connecticut Hospital Association testifies before the Connecticut General Assembly’s Insurance and Real Estate Committee on multiple bills on February 3, 2026. CHA provided testimony on HB 5378, An Act Concerning Self-Funded Multiple Employer Welfare Arrangements And Requiring A Study Of The Feasibility Of Establishing The Connecticut Option Program and Multiple Employer Welfare Arrangements. CHA opposes the inclusion of the “Connecticut Option” feasibility study in this legislation because of significant concerns regarding potential impacts on provider reimbursement, access to care, and the stability of Connecticut’s healthcare delivery system. On other provisions of the bill related to establishing a state licensing and regulatory framework for self-funded MEWAs, CHA testified that properly structured and carefully regulated MEWAs may offer small employers additional options to provide coverage to their workers. On HB 5377, An Act Concerning Return Of Health Care Provider Payments And Site Of Service Billing Requirements, CHA testified in support of Section 1 of the bill and in opposition to Section 2 the bill. On SB 342, An Act Concerning Health Coverage, CHA detailed opposition to Section 1 of the bill, which requires “site-neutral” payment policies that would have devasting consequences for patients in underserved communities and Connecticut hospitals.
