I wanted to do this since the SWAT officers lack busted quotes when arresting CJ. And yes, I am using a ton of mods, especially the add-on vehicles such as the Police Riot, the FIB Granger, the Sheriff Cruiser, the RCV and the Sheriff SUV. To create add-on vehicles for GTA San Andreas, it's much different than creating add-on vehicles to GTA 5, you have to have a Limit Adjuster (either Open Limit Adjuster or Fastman92 Limit Adjuster. I use Open Limit Adjuster). That is needed to increase the limits, or else game will crash upon loading. You also need a modded vehicles.ide file as well as VehicleAudioLoader for add-on vehicles to have sound.
