Don´t get me wrong, Hera isn´t doing this because she loves her niece, she's doing it so she can easily steal it when she's released from the necklace's curse. Hailey, built ages ago to take care of the royal family, does NOT want her to stray off the right path, so she has to follow Bebe everywhere to make sure Hera doesn't turn her evil or something.
