Between 1993 and 1996, Rufo and former Philip Morris executive Edward Rhiners sold a fake “top-secret” initiative called Project Star, exploiting trust, reputation, and a carefully crafted lie. The scheme unraveled with one fax in 1996, leading to arrests, indictments, and a 17½-year federal sentence. But in November 1998, just weeks before he was due to report to prison, Rufo removed his ankle monitor, withdrew $600 from an ATM, drove to JFK Airport — and vanished. Nearly three decades later, he remains on the U.S. Marshals’ 15 Most Wanted list with a $25,000 reward still unclaimed.
