On 10/14/2021, at approximately 1540 hours, The Atlanta Police Department gave a look out given on a murder suspect. The suspect was driving the murder victim's vehicle, that he stole. The vehicle was described as a black 2019 Nissan Altima bearing a Georgia Tag of CQV8833. The last known location of the Nissan and the suspect was at Ivan Allen Boulevard and Northside Drive. I was patrolling in the area of Metropolitan Parkway and Wells Street. I observed a 2019 Black Nissan Altima traveling south on Metropolitan Parkway. I could see through the front windshield that the seat belt was behind the drivers back and the side windows appeared to be tinted dark. I performed a U-Turn and got behind the Nissan and confirmed the tag matched the look out. I followed the Nissan to Sheldon Avenue where Sgt. Scott Tarpley was waiting. I activated my lights and siren to perform a traffic stop. The suspect failed to stop and fled at a high rate of speed. Sgt. Tarpley advised the Troop C Communications Center that we were involved in a pursuit, and he would handle the radio traffic. The suspect failed to stop at the red lights at University Avenue and Dill Avenue. The suspect continued to flee at high speeds as he passed vehicles on the wrong side of the road near Claire Drive. Trooper G. Brown joined the pursuit. The suspect attempted to turn left onto Grant Street but could not make the turn. The suspect continued to flee south in the northbound lanes toward oncoming traffic. I decided that the use of stop sticks was too dangerous because; the driver was already suspected of murder, there were no known Troopers ahead of the pursuit, and due to the reckless driving shown by the suspect. I decided that it would be unsafe to use stop sticks. There were not enough troopers to perform a box in and this was a murder suspect that had shot his victim. The pursuit had become increasingly dangerous, as the suspect showed no regard for the motoring public, any state laws, law enforcement, or himself. This was a murder suspect and to allow the suspect to escape would pose a risk to the public and other law enforcement. To preserve life and public safety, I felt the pursuit needed to be terminated immediately. In order to safeguard life and preserve public safety, I decided to use the Precision Immobilization Technique (PIT). I was able to maneuver around him and make contact for a successful P.I.T. After the P.I.T., the Nissan rotated to the right and struck a curb. The Nissan was immobilized. After the P.I.T., the suspect exited the Nissan and fled on foot. Trooper G. Brown and I pursued the suspect on foot, while giving him commands to stop. The suspect refused to obey any commands. The suspect darted out into traffic on Metropolitan Parkway. Trooper G. Brown was able to deploy his taser. The suspect fell to the ground, and I was able to place him into handcuffs. I pulled the taser prongs out of the suspect and secured him in my patrol car. The suspect was identified as Nigel Andrews by a Georgia Identification Card. Grady EMS was called to the scene to check Andrews out. Andrews was turned over to the Atlanta Police Wagon and transported to the Atlanta Police Homicide Office. All charges were taken by Atlanta Police Homicide Investigator S. Demeester.
