Libyan leader Muammar Gaddafi opposed Israel and supported resistance groups in the Middle East. The United States grew concerned about Libya’s nuclear ambitions and its occupation of uranium-rich Chad. Gaddafi’s goal to create a federation of Arab and Muslim states in North Africa also alarmed Washington. U.S. Secretary of State Alexander Haig pushed for action due to Gaddafi’s use of ex-CIA operatives to establish terrorist camps. After the 1985 airport attacks in Rome and Vienna, Gaddafi vowed to back European and Irish militant groups. Tensions rose further during naval confrontations over Libya’s claim to the Gulf of Sidra in March 1986. The conflict escalated after Libyan agents bombed a Berlin nightclub in April 1986, killing 3 and injuring 229 people, including 79 Americans. After German reunification, the identities and records of the Libyan agents were discovered in the former East German Stasi archives, leading to their prosecution in Germany in 1990.
