Cutting kids from classrooms. About 53 children in Santa Barbara County will not have access to child care and educational programs for low-income families due to federal spending cuts. The Head Start programs in California receive some $900 million annually to serve 110,000 Californians. The mandated budget cuts, called sequestration, mean 7,000 fewer children in California will participate in Head Start programs. These spending caps come after years of funding reductions to state-subsidized, early-childhood educational programs in California. Programs have been reduced by 40 percent over the past five years, according to the Los Angeles County Office of Child Care. The cuts mean $600,000 less for the Santa Barbara County Head Start programs administered by the Community Action Commission (CAC) of Santa Barbara County. The CAC of Santa Barbara County will also have to lay off about 10 teachers.
