Introduce balanced mechanisms, such as reserving 10–20% of posts exclusively for serving teachers, while prioritizing open competition for the rest to attract top young talent. Relax eligibility where feasible, ensure home-district preferences, provide skill-enhancement support, and guarantee long-term career stability to make these roles truly attractive. By embracing fresh, passionate talent alongside experienced hands, we can create a dynamic, high-performing teaching workforce that benefits students, schools, and the state alike.
