On Thursday, November 21, 2024, Professor Charles Tiefer spoke to Professor Robert Bolton's American Government course at Fairmont State University. The subject of his lecture was the role of the U.S. Congress to "advice and consent" on presidential nominations for offices in the executive and judicial branches. Charles Tiefer is a Professor Emeritus at the University of Baltimore Law School, which he joined in 1995. Previously, he had served as a commissioner for the Commission on Wartime Contracting in Iraq and Afghanistan. His work experiences also includes service as solicitor and deputy general counsel of the U.S. House of Representatives, law clerk for the D.C. Circuit Court of Appeals, trial attorney with the Civil Rights Division of the U.S. Department of Justice, and assistant legal counsel for the U.S. Senate. While attending law school, he was an associate editor of the Harvard Law Review. His most important piece of scholarship is Congressional Practice and Procedure, a thousand-page treatise which is the definitive guide to the passage of federal legislation.
