Early History: The Indigenous Aeta Settlement Before Spanish colonization, Olongapo was inhabited by the Aeta people, one of the earliest indigenous groups in the Philippines. They thrived in the area, practicing hunting and gathering while maintaining trade relations with neighboring tribes. Spanish Era (1521–1898): The Legend of “Ulo ng Apo” During the Spanish occupation, the area was controlled under the province of Zambales. A popular legend states that the name “Olongapo” came from the phrase “Ulo ng Apo” (Head of the Chieftain). According to the story, a respected tribal leader opposed Spanish rule, and he was eventually beheaded. His severed head was later found in the area, leading locals to refer to the place as “Ulo ng Apo,” which evolved into “Olongapo.” American Period (1898–1946): The Rise of the U.S. Naval Base After Spain ceded the Philippines to the U.S. in 1898, Olongapo became an important U.S. naval base due to its deep waters and strategic location. The U.S. Navy built the Olongapo Naval Station, which later became Subic Bay Naval Base, one of the largest American military installations in the Pacific. The base spurred economic growth, attracting workers and businesses. World War II and Japanese Occupation (1941–1945) During World War II, Japan occupied Olongapo in 1942, using Subic Bay for military operations. In 1945, American and Filipino forces successfully recaptured Olongapo, leading to the restoration of the U.S. naval base. Post-Independence & Cityhood (1946–1966) When the Philippines gained independence in 1946, Subic Bay remained under U.S. control, significantly influencing Olongapo’s economy. Due to its growing population and economic activity, Olongapo was separated from Zambales and became a chartered city on June 1, 1966 under Republic Act No. 4645, making it an independent, highly urbanized city. The 1991 Mount Pinatubo Eruption & U.S. Base Closure In 1991, Mount Pinatubo erupted, causing widespread destruction in Olongapo. That same year, the U.S. closed the Subic Bay Naval Base after the Philippine Senate voted not to renew the U.S.-Philippines military bases agreement. This closure led to massive unemployment and economic decline. Rebirth: The Subic Bay Freeport Zone (1992–Present) In response, the Philippine government, led by then-Olongapo Mayor Richard Gordon, transformed the former U.S. base into the Subic Bay Freeport Zone (SBFZ). This move revitalized the city by attracting investors, businesses, and tourism, making Subic Bay one of the Philippines’ major economic hubs.
