Well I gave them over 1000 years. I tried giving the rulers the conqueror trait, I tried restarting the game, I even tried to force a war but they AI didn't take anything because they didn't want anything. It seems like the islands are far enough away that the AI just wasn't interested in them. So there you have it, World Peace in a game of EU4. For the inevitable Continental Clash that will result from these timelapses, I'm not sure whether to just mark Hindustan as the winner or leave the 4 countries as a team. In terms of mods, I tried to keep things fair but make the timelapse go faster, which I guess I failed at because it took even longer than the European one. The major changes: The cost to increase development was raised to an absurd 500 base monarch points. In a regular game 50 is fine, but in a game that lasts almost 7000 years giving the AI the chance to heavily dev provinces just makes the game run more slowly. AI Aggressiveness was set to be much higher, so they wouldn't just sit around if they could be going to war. I also lowered the cap for aggressive expansion for provinces to 15, so high dev provinces wouldn't give insane AE which might make the AI wait for it to tick down. I also increased Invading Bravery (basically a naval invasion stat) so the AI wouldn't be afraid to attack the island nations. And lastly, I reduced the maximum months to core to 10 years instead of 20, so if the AI needed to core high dev land, they would be done by the time the truce ran out.
