The brown paper is paint masking and available at all big box stores, however it is quite period correct to use ordinary newsprint paper. Folding over the paper will allow cutting multiple cartridge papers. The steel cartridge template and rolling mandrel in this video are specific to Charleville and fowler firelocks in bores of .69 down to .62 and available online.
