The brown paper is paint masking and available at all big box stores, however it is quite period correct to use ordinary newsprint paper. Folding over the paper will allow cutting multiple cartridge papers. The steel cartridge template and rolling mandrel in this video are specific to Charleville and fowler firelocks in bores of .69 down to .62 and available online. A glue stick, scissors or sharp knife are also needed. Notice the direction of how the template was placed on the paper, in order to take advantage of the natural curl of this painting paper. Notice that the mandrel is marked for building a blank cartridge or a ball cartridge. Here, I've aligned the cut paper to the blank mark, in order to build such a cartridge. Prior to rolling only the long angled end has a smear of glue applied. Once the paper tube is rolled and its end folded and glued in place, the mandrel is removed and the paper tube is loaded and folded as shown. The long remaining tail fold is normally held in place once the blank cartridge is placed into cartridge block hole in an 18th century cartridge box, and won't requiring trimming or gluing.
