Statistics and Tools to Support Health Policy Planning and Research Eva TSUI Lai Hing, Chief Data Scientist, Data Analytics Unit, Research and Data Analytics Office, Health Bureau, HKSAR This talk presents the following two macro-level tools that were developed by the Health Bureau with a view to informing health policy planning and formulation, service review and planning as well as research: (a) Domestic Health Accounts (DHA) DHA provides a systematic description of the flow of health expenditure of Hong Kong in a 12-month period, forming a basis for assessing and understanding the levels and trends of health spending in Hong Kong. It is compiled in accordance with the international guidelines, classifying overall health expenditure into four dimensions of analysis, namely Health Care Financing Schemes (HFS), Revenues of HFS, Health Care Providers and Health Care Functions. DHA data enable policy makers, researchers and the public to assess the performance of the local health system over time and to evaluate health policies; and make international comparisons via an online interactive dashboard. (b) General Household Economic Status Index (GHESI) It presents the distribution of domestic households by the GHESI decile groups within each of the 2,252 small geographical units (i.e. SSUGs) throughout Hong Kong. It is a collaborative academic research study between the Health Bureau and the Census & Statistics Department together with two academic advisors. The index development involved 248,000 anonymized sampled household-based data collected from the 2021 Population Census. It comprises seven variables under income-/wealth-related and housing-related domains with weights determined using the analytic hierarchy process. In Hong Kong, of the 2,252 SSUGs, only one-quarter contain a homogeneous composition of households with similar economic status, while the other three-quarters are heterogeneous to varying extents. Results of this study are also disseminated via an online interactive map dashboard which can serve as a versatile planning tool capable of performing analysis at different varying geographic scales for community-based resource prioritization, service planning and research across different domains. Eva TSUI Lai Hing graduated from the University of Hong Kong, obtaining bachelor’s and master’s degrees with a major in Economics and Applied Statistics respectively. In 1994 she joined the Hospital Authority (HA) Head Office as a statistician, and from 2008 to 2020 she was the Chief Manager overseeing the Statistics and Data Science Department with over 60 professional statistical staff. Her department’s mission is to translate HA’s massive volume of clinical and administrative data into official statistics, useful information and actionable insights, supporting HA in informed decision making in wide-ranging aspects. In the past three years, she has been working on a part-time basis as the Chief Data Scientist in the Health Bureau.
