(29 Mar 1999) French/Nat French President Jacques Chirac addressed the French people on Monday about the situation in Kosovo and the Yugoslav Republic. He outlined the reasons for the NATO military operations in the area saying all other avenues had been explored before taking the decision to use military force. SOUNDBITE: (French) "The behaviour of the Serb government is unacceptable. Europe cannot stand by while this man and his government are within its borders. Milosevic has, for more than ten years been carrying out systematic ethnic cleansing, in Croatia, Bosnia and Slovenia and now in Kosovo. He has ordered assassination and massacre and has destabilised the entire region. As a result more than 200-thousand people have died and millions of people have had to leave their homes, untold families have been torn apart and hundreds of villages have been destroyed. This must now come to an end. We have tried everything to stop these atrocities. The time has come to stop the killing and to remove the means with which this regime carries them out. For months Europe, America and Russia have made a forceful joint effort to bring about a fair and peaceful solution to the crisis, most recently in France at the Rambouillet conference. In the face of the rejection of these efforts by the Serbs and their president, the decision had to be taken to engage in military action."
