Slow is Safe: When we load our sample into an SPE cartridge, we want to load the sample exceptionally carefully. What you will want to do is load 1 mL per minute, which translates to 1 drop per second. The reason to load your sample slowly is so the analyte has time to interact with the stationary phase, which will maximize your recovery. Similarly, you should follow the same practice when you elute the sample - slow is safe.
