This interview is a part of a series organized by the ITA Academic Council to record the evolution of modern international arbitration in the words of those who have led it. This interview was recorded in Washington, D.C. on April 16, 2025 , during the 22nd ITA-ASIL Conference. SIR DANIEL BETHLEHEM KCMG KC is a barrister and arbitrator practising in the field of public international law from Twenty Essex chambers in London. From May 2006 to May 2011, he was the principal Legal Adviser of the U.K. Foreign & Commonwealth Office (FCO), now the Foreign, Commonwealth and Development Office (FCDO). Prior to this, he was in practice at the Bar and, in parallel, Director of the Lauterpacht Centre for International Law at the University of Cambridge and Fellow of Clare Hall, Cambridge. In addition to his legal practice, Daniel is the director of Legal Policy International Ltd, a strategic consultancy advising on high legal content international policy and political issues. He was knighted in June 2010. As arbitrator, Daniel has been appointed in both investor-State and non-investment cases, with notable experience in both PCA and ICSID-administered arbitrations. As counsel, Daniel has appeared in every major international forum, including the ICJ, ITLOS, UNCLOS VII tribunals and the so far sole UNCLOS Annex V conciliation commission, WTO panels, the Iran – U.S. Claims Tribunal, the European Court of Human Rights, and others. He has also appeared at every level of English courts and tribunals, from the Employment Tribunal to the UK Supreme Court, in cases involving questions of international law. PROFESSOR DAPO AKANDE is the Chichele Professor of Public International Law at the University of Oxford, Fellow of All Souls College, Oxford, and a member of the United Nations International Law Commission. He acts as counsel, adviser, consultant or expert on international law for states, international organizations, non-governmental organizations, corporations and individuals. In addition, in 2024 he was designated on the ICSID Panel of Arbitrators for a 6-year term by the World Bank President acting as Chair of the ICSID Administrative Council. He has acted in disputes before a wide range of international tribunals. Notable cases as counsel include, at the International Court of Justice, the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem (for Japan), the Chagos Advisory Opinion (for Zambia), the Armed Activities Case (DRC v Uganda, for Uganda); Land and Maritime Delimitation and Sovereignty over Islands (Gabon/Equatorial Guinea, for Equatorial Guinea) and the Genocide Convention Case (Gambia v Myanmar, for the UK as intervenor). In addition to his work in disputes, Dapo is regularly instructed to provide advice on questions of international law to governments and international organizations (including United Nations bodies, the African Union Commission, the Commonwealth Secretariat and ASEAN.)
