Wide of Wirajuda during meeting STORYLINE: North Korea's announcement of a second nuclear test was set to dominate a meeting of foreign ministers from Asia and Europe on Monday at the ninth ASEM Asia-Europe Meeting in Hanoi. Monday's second underground nuclear test took place less than two months after the North launched a rocket widely believed to be a test of its long-range missile technology. South Korea's Foreign Minister Yu Myung-hwan, who is attending the summit in Vietnam, said the test was a matter of serious concern and posed a "direct threat to peace and stability in the region, as well as the world." The Swedish Foreign Minister, Carl Bildt, described the test as "alarming" and said it would only make North Korea's position more isolated. The news was met with concern by Indonesian Foreign Minister Hassan Wirajuda, who said the test had "created new tensions in the northeast Asian regions, in the Korean peninsula," which in turn would "affect the peace and security in the Asia-Pacific regions as a whole." Representatives of 45 nations, including at least 30 foreign ministers, were attending the two-day meeting in Hanoi of the European Union, the Association of Southeast Asian Nations, China, Japan, South Korea, India and Pakistan. The Asia-Europe Meeting (ASEM) was slated to seek solutions to the economic slowdown and ways to enhance economic cooperation. But events in North Korea could rewrite the agenda. North Korea, incensed by the U.N. Security Council's condemnation of its April 5 rocket launch, had warned last month that it would restart it rogue nuclear program, conduct a second atomic test as a follow-up to its first one in 2006, and carry out long-range missile tests. South Korean President Lee Myung-bak has convened an emergency security session. A South Korean news agency has reported that North Korea test-fired a short-range missile. The Yonhap news agency said North Korea fired a ground-to-air missile with a range of 80 miles (130 kilometres) from its northeastern Musudan-ri launch site. The regime also launched a long-range rocket from that site on April 5.
