Acfas 2019: Pursuing Equality of Status Canada’s English Linguistic Minority Communities and the

This video features a presentation of "50 years of the Official Languages Act" conference at the 2019 Acfas congress. See below for description and information on the speaker. -- Moderator: Lorraine O'Donnell, QUESCREN Speaker: Sylvia Martin-Laforge, QCGN Summary of the presentation submitted by the speaker. The general introduction of the Royal Commission on Bilingualism and Biculturalism lays the foundation for two official language minority communities in Canada, and the principle of equality, which, “…implies respect for the idea of minority status, both in the country as a whole and in each of its regions.” However, the Official Languages Act that flowed from the ‘Bi and Bi Commission’, and the structures that oversee and advance the Act have not reflected an approach based on the principle of equality. The English-speaking Community of Quebec—Canada’s English linguistic minority community—has not received “…generous treatment” in the Official Languages Act’s implementation. This presentation will offer examples of the impact this has had on the vitality of the English-speaking Community of Quebec, offer some ideas about why this situation has developed, and make recommendations on achieving the equality for both official language minority communities envisioned in the Commission’s report by modernizing the Official Languages Act. Conference program: https://www.concordia.ca/content/dam/... Notes: This video includes the Q&A period with Alain Dupuis, featured in video 5. Due to technical issues, QUESCREN did not obtain the complete conference recording. Only a selection of the conference presentations are available through this playlist. -- Recorded on May 30, 2019, at the 2019 Acfas congress. Acfas is a non-profit organization contributing to the advancement of science in Quebec, in the Canadian francophone sector and on the international francophone scene. www.acfas.ca QUESCREN provides opportunities to promote the understanding and vitality of English-speaking Quebec through research, knowledge mobilization, networking, and outreach. English speaking Quebec is an Official Language Minority Community of Canada. https://quescren.ca/ The Canadian Institute for Research on Linguistic Minorities (CIRLM) is a centre of excellence whose role is to lead, bring together and partner with research centres, researchers, community agencies and government bodies in order to promote a greater knowledge of the status of Canada’s official language minorities and a better understanding of the priority issues that concern them. https://icrml.ca/en/ The International Observatory on Language Rights (IOLR) aims to promote the vitality of minority language communities in Canada by urging these communities to take part in the development of their rights and to acquaint other countries with the Canadian experience by sharing with them how Canada has dealt with its official languages problems. The event was made possible through the financial support of Canadian Heritage, the Secrétariat aux relations avec les Québécois d'expression anglaise, Concordia University and Université de Moncton, as well as the Federation for Humanities and Social Sciences and the Faculty of Law at the University of Ottawa.
