Overclocking uncore (cache) can provide some free extra performance. You should treat uncore as free stuff for Skylake and it's many brothers (Kabylake , Coffeelake etc). I mean once you got maximum frequency at lowest voltage that you want. For example 5Ghz 1.35V then you rise uncore to the highest value that is still stable. You don't want to rise core voltage for higher uncore (Skylake share the same voltage between core and uncore). In case of Haswell / Broadwell it is totally different story since uncore has it own voltage.
