The RSI was a one-party, presidential republic with totalitarian features. It was governed by the Republican Fascist Party and Mussolini, but was effectively dependent on the German leadership. The regime had limited diplomatic activity—it was formally recognized by Germany and Japan, as well as by a number of puppet and allied regimes: Manchukuo, Wang Jiwei's China, Spain, Portugal, Thailand, and the Vatican. Actual administrative and military power was dispersed across northern Italy: Salò, the seat of government, and Duce, Milan, Verona, and Venice, the ministries and key institutions. The regime employed economic declarations of "socialism," partially copying the ideas of German National Socialism, but in practice it was strictly controlled by Berlin. Since June 1944, the Black Brigades (Brigate Nere)—paramilitary units of the Republican Fascist Party—were active, engaging in terror, suppressing partisan movements, carrying out executions, and carrying out extrajudicial repression. The Germans in Italy used a system of defensive lines to delay the Allies, which temporarily strengthened the RSI's position. But by 1945, partisan and Allied resistance had destroyed all lines of defense.
