One of my favorite questions is "should I apply for jobs I'm not qualified for?" Also referring to roles where the candidate is perhaps "underqualified", my answer is typically YES, within reason. If you have a legitimate interest in the role, you strongly believe you can make a good contribution, and your experiences + skills are in the ballpark of what the job entails, then have confidence in applying.
