Looking Deeper into Zarif's Resignation

PERSPECTIVES | Iran's foreign minister has resigned on Instagram, but it won't be so easy. Iran's President Hassan Rouhani has rejected the resignation, citing his importance. Will he ultimately be able to step down and who has the final say? Why did he do it? Iran expert Meir Javedanfar and our Emily Rose analyze. Story: Iran’s President Hassan Rouhani rejected Foreign Minister Mohammad Javad Zarif’s resignation, the head of the Islamic Republic's Presidential Office said on Tuesday.  'Rouhani has stated unity in his foreign policy apparatus and underlined that Iran has only one foreign policy which is practiced by only one Foreign Minister, Head of Presidential Office Mahmoud Vaezi quoted him as saying,' Mahmoud Vaezi quoted him as saying according to Islamic Republic’s News Agency (IRNA). Vaezi’s statement was posted alongside a picture of Rouhani and Zarif on his Instagram account on Tuesday. The apparent rejection by Rouhani comes a day after Zarif’s shock resignation via a post on his personal Instagram account, which was made “to defend the integrity” of the country's foreign ministry. 'I apologize for my inability to continue serving and for all the shortcomings during my term in office,' Zarif said in a message posted on his verified Instagram account, thanking both Iranians and 'respected officials' for their support 'in the last 67 months'. On Tuesday, Zarif urged fellow diplomats not to resign en masse in response to his departure and said he had "no remorse" and did not “need anyone to console me” in the wake of his announcement.Iran’s pro-reform Entekhab news agency liked Zarif’s resignation to a surprise visit by Syrian President Bashar Assad to Tehran on Monday -- his first since beginning of the Syrian civil war. Iran's top diplomat was not present at any of the meetings Assad had with the Supreme Leader Ayatollah Ali Khamenei and Rouhani. The commander of Iran’s Islamic Revolutionary Guard Corps (IRGC), Qasem Soleimani, was present at the meeting, sparking rumors that he would take over after Zarif. The American educated foreign minister, who has served as Rouhani's foreign minister since August 2013, has been criticized heavily by Iranian hardliners after US President Donald Trump withdrew from the nuclear deal in May last year. Zarif was Iran’s chief negotiator of the deal which saw an end to years of sanctions against the Islamic Republic. Trump’s withdrawal was accompanied by reimposed sanctions that severely damaged Iran’s economy.Following Zarif’s announcement on Monday, US Secretary of State Mike Pompeo tweeted that 'we note [Zarif's] resignation. We'll see if it sticks'. 'Either way, he and (Hassan Rouhani) are just front men for a corrupt religious mafia,' Pompeo wrote. 'We know (Khamenei) makes all final decisions. Our policy is unchanged — the regime must behave like a normal country and respect its people,' he said of Iran's supreme leader Ayatollah Ali Khamenei.
