Phil Andrew (Wilmette), IL 9th Cong. District Democratic Primary candidate, in Part 2 of his Public Affairs interview with host Jeff Berkowitz, discusses what he views as the top priorities for Congress: public safety, affordability, accountability in government, and restoring a credible path to the American Dream. Andrew and Berkowitz debate how Congress can address rising costs—especially property taxes and overall cost of government—while also tackling crime and restoring trust that the system works for everyday people. Berkowitz presses Andrew on crime, prosecution, sentencing, and whether government must prioritize “arrest, prosecute, convict, and incarcerate” violent offenders. Andrew agrees safety is government’s core function, but emphasizes a “whole system” approach: accountability in policing, courts, and corrections, paired with early interventions for at-risk youth to prevent violence and reduce recidivism. Andrew cites the importance of Community Violence Intervention (CVI) working in partnership with effective policing to drive down gun violence. The discussion shifts to education reform, with Berkowitz highlighting poor literacy outcomes and arguing for school choice options. Andrew states no one should be satisfied with uneven public education outcomes and calls for a national strategy focused on accountable, results-driven schooling. While Andrew draws a line against traditional voucher programs, he expresses support for targeted scholarship-style programs like Invest in Kids and related tax-credit approaches that expand access for lower-income families—while still advocating for reinvigorating public education across the board. Berkowitz and Andrew also cover foreign policy and national security, including the war in Ukraine. Andrew argues the U.S. should have provided stronger support sooner and calls for a clearer national security strategy. They also touch on tariffs, with Andrew criticizing these tariffs as economically destructive, and continue the broader affordability conversation through healthcare—where Andrew emphasizes the need for bipartisan, long-term solutions that can produce accessible and affordable care, not razor-thin, short-term political wins. Immigration and border policy are debated in the context of security and vetting. Andrew argues the U.S. must have a secure border and a coherent migration strategy: vet entrants, identify and remove those with violent criminal histories, and create a workable legalization and assimilation pathway for non-criminal immigrants who are already contributing within the system. Andrew frames these issues as interconnected with the nation’s economic viability and the broader dysfunction and polarization that has prevented Congress from delivering durable solutions.
