So the Federation doesn't know much about the Breen, and what they don't know we often don't know. After digging around in extra content to try to build a picture of the elusive species, I learned that they don't want to be understood, at least not by the UFP. This is the Cultural Index a series aimed at exploring various Science-Fiction species.
