Shoutouts to Chrezm for his video on how to do this. Basically, you play through the first 4 Special Stages as normal. After the score tallies for the 4th emerald, you reset the game and reenter Angel Island. You will need the lightning shield for this. In act 2, you do not grab checkpoints and do a specific setup at the last tube. One tap spindash, then tap right in the tube, and once Sonic is off screen in the air, hold right, then double jump after you land with the lightning shield. After you see Robotnik in the background and leaves, stop to do a spindash to the end of the screen, then spindash to the left and be ready to hit him 7 times until double jumping to the right. Robotnik should float over to the left, causing the screen to unlock. Jump in the air as he reappears to get the final hit and walk to the right. If done correctly, the bridge should break. After the score tallies, Sonic will run off the ledge and die, sending him back to the beginning of Act 2. Now, the big rings have reappeared and you should be able to go to Act 1's area since it is unloaded. After grabbing the last 3 emeralds and the screen fades to white on the last one and you see all 7 of them, reset once again and you will see the file with all 7 emeralds to Hydrocity.
