In 2021 and 2022, the World Health Assembly initiated negotiations on a Pandemic Agreement and amendments to the International Health Regulations (IHR), both expected to conclude by the 77th Health Assembly in May 2024. However, consensus among WHO Member States remains uncertain, leaving the outcome unclear. The Pandemic Agreement seeks to address gaps in health security and equity exposed by COVID-19, including zoonotic disease prevention, pathogen sharing, and equitable distribution of medical products. Over the past three years, negotiations have progressed rapidly for agreements of this scale. This panel will explore how these negotiations, regardless of their outcome, have illuminated key issues in global health law and governance, such as equitable technology transfer, intellectual property rights, human-animal-environment interactions, and access to pandemic pathogens.
