(21 May 1997) Natural Sound The self proclaimed president of the Democratic Republic of Congo has arrived in the capital Kinshasa three days after his troops seized the city. Earlier the residents of Kinshasa had turned out in force on Tuesday to prepare for the arrival of the country's new leader. With the deposed dictator Mobutu Sese Seko now in Togo, soldiers loyal to the former government have either fled - or switched allegiance. Kabila is expected to announce a new government on Tuesday. Residents of the capital spent Tuesday making feverish preparations for the arrival of the rebel commander turned statesmen, Laurent Kabila. The newspaper headlines announced his imminent arrival. And citizens practised the new national anthem, in support of the man who finally toppled Mobutu Sese Seko - ending 32-years of dictatorship. Publicly at least, delight was being expressed at the victory of the rebels. Mobutu Sese Seko fled the country over the weekend, leaving thousands of his soldiers to swear allegiance to Kabila or suffer the consequences. After having swept through this vast African country seizing swathes of land, rebel leader Laurent Kabila finally arrived in Kinshasa on Tuesday night. Security was tight as Kabila stepped off the plane. Although he has thousands of supporters, his troops are on the alert for former government soldiers. Many people are hoping Kabila will bring democracy to this vast country which has been devastated by more than 30 years of looting and brutality. Kabila's cabinet ministers arrived ahead of their leader on Tuesday afternoon. Most of them have been out of mainstream politics for some time, and one of them, the minister of Justice Celestine Luangi said he had not set foot in Kinshasa for 25 years The ministers are apparently taking over three floors of the Intercontinental Hotel. While Kabila makes the transition from military commander to head of state, his deposed rival has temporarily holed up in the West African nation of Togo. Zaire's embassies worldwide were moving to recognise the new government and name of their country. The United States has recognised Kabila as "de facto" leader and South Africa has also announced its official recognition. Officials in the new regime say they will announce a new government on Tuesday that will include a wide range of political parties. But they warn that they won't be forced into calling quick elections.
