Top dead center, compression stroke is not necessary for installation. Only compression stroke on that cylinder needs to be acheived prior to torque rating. This can be bypassed by visually identifying the rocker arm is fully seated into the pedestal in the head prior to torque rating. This procedure was done on a supercoupe motor wich has diffrent lifter trays than 99-04 mustang. It is the identical procedure for 94-04 3.8 mustang exept you cannot see the lifters through the new style lifter trays very well. Some rocker arms will not seat correctly into the head pedestal due to tension from the pushrod. This allows the rocker to look completed but is improperly seated and would be installed improperly. The key is to Identify wich pushrods have load from the camshaft. Tighten all the other rocker arms first, then roll the motor to get tension off those pushrods before tightening to torque spec.
