It can be within memes regarding the fandom, OTPs, or whatever. For Waluigi, it's simply memes. The character is meme overloaded, and truth be told that's the most "value" he has. The ACTUAL Waluigi fans understand this, and I applaud and appreciate them. I've had great discussions with actual Waluigi fans and their opinions about Waluigi being in Smash - and to my surprise, most of them agree with me. Discussing it with fanboys however...
