A Glimpse into Its History Origins and Early Development The area now known as Bloor West Village was once part of the private estate of Lieutenant Colonel William Smith Durie in the 1850s. Durie was notable as the first commanding officer of the Queen's Own Rifles, and nearby Durie Street commemorates his legacy. By 1909, the neighbourhood had been annexed by the City of Toronto and started evolving into its current residential and commercial form. Subway and the Birth of a BIA In 1966, the arrival of the Bloor–Danforth subway shifted foot traffic away from the Bloor Street surface — threatening local businesses. In response, shopkeepers banded together to seek support, leading to the creation of the world’s first Business Improvement Area (BIA) in 1970, under powers granted by Ontario Municipal Act amendments. With string lights, flower boxes, street beautification, and marketing efforts, the BIA revitalized the area, transforming empty lots and outdated storefronts into a vibrant, walkable destination. Heritage and Preservation In 2017, the City initiated a Heritage Conservation District (HCD) study to guide the neighbourhood’s future development and preserve its early- to mid-20th-century architectural character, which reflects its development during the streetcar and early subway eras. A Legacy of Community Leadership Bloor West Village’s BIA success inspired the formation of TABIA (Toronto Association of Business Improvement Areas), and today there are over 85 BIAs throughout Toronto. Development & Evolution Architectural Charm Walk the streets north of Bloor, and you'll find mostly detached and semi-detached homes from the 1920s — featuring historic elements like large porches, stained-glass windows, hardwood floors, and brick or Tudor-style facades. Some residents have preserved this heritage, while others are gradually replacing or renovating homes with modern builds, though many remain true to the original charm. Thriving Main Street Bloor Street is home to over 400 local shops, eateries, cafés, salons, bakeries, and services — most independent and family-run. This brings an authentic, European-style shopping experience right within the neighbourhood. Festivals & Community Life Thanks to the BIA, the village hosts many annual festivals that celebrate its roots and bring residents together — from the Ukrainian Festival and July fair to Halloween festivities and participation in Toronto’s Cavalcade of Lights.
