Congress continues to express concern about the possibility of war in the Persian Gulf and Washington, DC is consumed with debating about it. Senator Richard Lugar of Indiana proposes that Congress return to Washington for an emergency session to deal with the matter. The Bush Administration insists that the US policy continues to be anchored in United Nations resolutions that are focused on sanctions against Iraq and not on invasion and war. US Secretary of State James Baker does tie Iraq invasion of Kuwait to US economic concerns indicating that the world cannot have a dictator such as Saddam Hussein control so much of the world's oil. Democratic Senate Majority Leader George J. Mitchell says Congress must be involved in the decisions and Bush has no legal authority to proceed in Kuwait without Congressional action.
