The Electronic Fuel Injector has a constant flow rate when it is WIDE OPEN which is said to be Static Flow, but the injectors are not used at WIDE OPEN when used to fuel an internal combustion engine. Because the Injector cannot open Instantaneously when commanded by the controller, a certain time delay ensues. The time delay affects how much fuel comes out of the injector for any given amount of commanded flow time. Since the delay is variably by the Battery Voltage, the Battery Voltage will affect the flow rate of the injector which leads to a change in Air Fuel Ratio on a running engine. This video illustrates the variation in flow - by percentage normalized to maximum flow at maximum voltage - when a fixed Pulse Width of 5 milliseconds is commanded at a constant fuel pressure of 90 PSI. The Flow Variation is solely due to the Battery Voltage the Injector is using.
