To start this off, quirks are only a thing in Japan in this Au. The rest of the world is quirk less. AFO is still trying to take over the world, the but the heroes stop him. But during the war, there is quite a few casualties. So after the war the government of Japan decide to make quirks illegal. Anyone caught with a quirk would be put in jail and, unknown to the public, tested on. Class 1-a, the heroes, and those with quirks go and create what they call "the community". As time goes on, more people get added to the community, and things start to get worse for those with quirks.
