Joel Villanueva file a motion for reconsideration against the Ombudsman’s recommendation that he be dismissed from service for misuse of his pork barrel funds? This is the question posed by Bicol Saro Rep. Terry Ridon after Ombudsman Samuel Martires revealed he had reversed the recommendation of his predecessor, Ombudsman Conchita Carpio Morales, that Villanueva be dismissed for allocating P10 million of his PDAF to a project that later turned out to be anomalous. Ridon noted Morales issued the recommendation in November 2016, but the Senate rejected it because the Ombudsman does not have the authority to kick out impeachable officials. Under the Ombudsman’s rules, the motion for recommendation must be filed 10 days after the receipt of the decision. “Dapat nakapagfile ng November or December 2016. No more than December…Very precise ang rule ng Ombudsman,” he said. He added in Filipino: “Conchita Carpio Morales retired in 2018. Did that MR reach her desk in 2017 or 2018?
