SOUNDBITE (English) George Bush, U.S. President: "There is also a threat gathering in Iraq, it's been gathering for a long period of time. The danger with Iraq is that he can strike in the neighbourhood and the danger with Iraq is that he has got the willingness and the capacity to train al-Qaida type organisations and provide them with equipment to hurt America. The world has waited a long time for Mr Saddam Hussein to disarm, they've waited a long time. He is a master of disguise and delay. He'll say 'oh, I'm disarming', after he said he has no arms. We will continue to work with our friends, people who understand the value of freedom. We will insist that the United Nations Resolution 1441 be adhered to in its fullest, after all we want the United Nations to be a legitimate effective body. But for the safety of the American people and for peace in the world, Saddam Hussein will be disarmed one way or the other." 4. Wide view Bush speaking 5. Close-up man in audience 6. But the risk of doing nothing, the risk of assuming that Saddam Hussein will change, the risk of thinking and hoping for the best for the American people far outweighs the risk of committing troops if we have to. Wide view of audience STORYLINE US President George W. Bush on Wednesday told a group of Latino leaders in Washington Dc that Saddam Hussein posed a threat to his neighbourhood and the world had been waiting a long time for him to disarm. He called Saddam Hussein "a master of disguise and delay" and mocked the Iraqi leader for disclosing some weapons that he'd previously denied were in his arsenal. In remarks before the Latino coalition, Bush stopped short of repeating previous claims of an already existing link between Iraq and al-Qaida terrorists. But he said the danger was that Saddam had the willingness and capacity to train al-Qaida type organisations. The president declared the Iraqi leader "will be disarmed one way or the other", as his administration prepared for another face off at the United Nations on a resolution designed to bring about the disarmament of Iraq. He added that Resolution 1441 must be adhered to for the UN to remain relevant.
