Suraj Chauhan (Govinda) is a dedicated police officer committed to eradicating crime in his area by ensuring criminals are brought to justice. In doing so, he makes many enemies, including corrupt politicians and officers like Home Minister Bhawani Shankar (Shakti Kapoor) and Suraj's DIG officer (Kiran Kumar). While fulfilling his duty, Suraj foils a fake kidnapping plot set up by Bhawani Shankar, leading to the release of terrorists. In retaliation, Bhawani Shankar decides to eliminate Suraj. The troubles intensify for Suraj's happy family when crime reporter Arun Chauhan (Arun Govil), Suraj's brother, attempts to expose the criminal activities of the corrupt Home Minister and DIG. Arun records their crimes on tape, but before he can reveal it to the public, he is brutally murdered by Bhawani's goon, Chakku Pandey (Puneet Issar). Suraj vows to avenge his brother's death, leading to a twist of fate where he meets his doppelganger. Suraj's look-alike, Rajnikant, is a cunning conman who bears an uncanny resemblance to him. The film unfolds as the upright police officer and the clever con man team up to rid the nation of corrupt leaders and officers.
