Lecture of Opportunity - Coastal Hazards and Port Infrastructure

This Lecture of Opportunity took place on November 7, 2023. The views presented by the faculty or other guest speakers do not reflect official positions of the Naval War College, DON or DOD. Synopsis: Sea level rise, increased storminess and land changes due to tectonic activity threaten South America’s western coasts with flooding, beach erosion and infrastructure damage. The relatively frequent occurrence of large earthquakes and tsunamis, along with climate-driven changes in oceanographic conditions, provide unique conditions to discuss on rapid response strategies after natural and human induced disasters, as well as long term adaptation measures for critical facilities, such as military or commercial ports. In this talk, I'll provide some of the evidence coined in our group in the southamerican region and will propose some ideas which could be useful elsewhere in the world. About the Speaker: Patricio Winckler is a member of the Ocean Engineering Group at Universidad de Valparaiso, Chile. He earned a Civil Engineering degree from Universidad Técnica Federico Santa María, Chile (2002), a MSc. in Environmental Technology from University of Wolverhampton, England (2002), a Master in Port and Coastal Engineering at CEDEX, Spain (2004) and a PhD. in Civil Engineering with specialization in environmental fluid mechanics, at Cornell University, United States (2015). He has been a research fellow at the National University of Singapore (2016), the Earthquake Research Institute, University of Tokyo (2018), and visiting professor at various Latin-American universities. He has been awarded prestigious international scholarships, such as Fulbright (US), The Matsumae Foundation (Japan), Alpha Grant (EU), Ministerio de Asuntos Exteriores (Spain), CEDEX (Spain) and Beca Chile. In 2023, he was appointed Visiting Scholar at the David Rockefeller Center for Latin American Studies, at Harvard University.
