Juul co-founder James Monsees told members of a House subcommittee on Thursday that combating underage use is the company's highest priority. But Cindy Montgomery of Park Ridge, Illinois, says Juul executives "know exactly what they're doing." Montgomery says her sons became addicted to the product and that it would make them steal and spend all of their money on vaping products. Both of her sons no longer vape. Montgomery's son, Jay, says vaping affected him during school and "made me suffer a lot at home." Another former Juul user, Sabrina Perricone, says she was attracted to the product because of how small it is, meaning it was managable to take "places and hide it." Thursday's hearing marks the first time Juul has been called before Congress, despite growing scrutiny from parents, politicians and public health advocates. Federal law bans the sale of e-cigarettes to those under 18.
