(22 Aug 1996) English/Nat President Clinton has declared welfare as Americans know it a thing of the past. At a Rose Garden ceremony at the White House, Clinton signed a bill that requires welfare recipients find work within two years, and limits them to five years of benefits in a lifetime. The new law ends 60 years of guaranteed federal assistance to the poor. Poor families living on welfare in the United States may be about to encounter a shake up like never before. President Clinton signed a sweeping overhaul of the nation's welfare system, ending half a century of federal guarantees of cash assistance to the poor. The changes are estimated to save the federal government fifty-five (b) billion dollars over six years. Overall, the bill would limit lifetime assistance to U-S citizens to five years and require able-bodied adults to work after two years. In a Rose Garden ceremony at the White House, Thursday Clinton said the changes would bring dignity back to citizens from low income groups. SOUNDBITE: "From now on our nation's answer to this great social challenge will no longer be the ever cycle of welfare, it will be the dignity, the power and the ethic of work. Today, we are taking a historic chance to make welfare what it was meant to be -- a second chance, not a way of life." SUPER CAPTION: President Clinton Though he called the measure imperfect, Clinton then signed the historic overhaul bill into law. Demonstrators outside the White House gates protested the new measures, which they said would mean harder times for those already facing poverty. SOUNDBITE: "This is a Bill that cuts money, not fixes the problems. It;s what we what we call shift and shaft. It shifts the problems to the state and local levels, it shafts the state and local level, but most of all, it shafts poor people and their children." SUPER CAPTION: Patricia Ireland, President of National Organisation of Women Many of them saw the move as the cutting of a lifeline. SOUNDBITE: "Our message to the president today, and to every other governor and person that are saying that we don't get to live, we are saying that we are going to live and that is nobody's choice in America." SUPER CAPTION: Cherie Honkala, mother on welfare The measure will replace Aid to Families with Dependent Children, the nation's basic cash welfare program, with state-run assistance funded by federal grants. Independent analyst Bob Greenstein of the Centre of Budget and Policy Priorities in Washington, said the new bill could push many families over the edge. SOUNDBITE: "It gets bleaker as the years go by the way these cuts work. That's why the Urban Institute, a nonpartisan, highly respected research institute, projected that the Bill would add nearly three million people to the ranks of the poor, an make more than a million children who are above the poverty line today, push them into poverty."
